Samuel Libnic has been General Counsel of Citigroup’s operations in Latin America since 2007. In September 2013 the Legal Department of Banamex, Citigroup’s Mexican banking subsidiary, also began reporting to Samuel. Samuel’s current responsibilities include overseeing legal coverage for all products and businesses throughout Latin America and Mexico. He is also a member of the board of directors of Banco de Chile, as well as of the Latin America Law Alumni Advisory Board at Georgetown University.

Prior to becoming General Counsel for Latin America, Samuel held a number of positions of increasing responsibility since joining Citi in 1996 as General Counsel of the Global Corporate and Investment Bank for Citibank Mexico. In 2001, he was named Deputy General Counsel for Latin America, a position he held until he assumed his current role. In April 2010, he became a member of Citigroup’s Legal Management Committee and in January 2012 he was appointed Vice President of the Citibank, N.A. board of directors. From November 2010 until June 2013, in addition to his regional role, Samuel also acted as General Counsel for Citi Brazil.

Before joining Citi, Samuel worked at Shearman & Sterling in New York and previously at Basham, Ringe and Correa, one of Mexico’s most prestigious law firms. He holds a Juris Doctor with honors from the Anahuac University in Mexico, as well as an LL.M. from Georgetown University Law School. He is licensed to practice law in Mexico and New York.
